Information & Public Relations
Introduction
Public relation is a strategic communication process to make the public aware of government schemes and other process. District Information and Public Relations Department is the distinctive management functionary which helps to establish and maintain mutual communication, understanding, acceptance and cooperation between government/administration and public. The District Information and Public Relations also disseminate fair, accurate, objective and balanced information to the public through various tools.
Objective
Promote Government initiatives through magazines, newspapers, news channels, websites, blogs, other social media platforms, TV/Radio programs to make people aware.
Interpreting the public opinion and attitudes of the public towards District Administration
Planning and executing special public outreach and media relations events.
Media Relations: Establishing a good relationship with the media organizations and acting as their Government content source.
Community Relations: Handling the social aspect of the District Administration and establishing a positive reputation in the social niche like environment protection, education, etc.
Providing Public Address (PA) System for all governmental functions/ VIP functions in the district and organize mobile announcement broadcasting as and when required.
Key functions
Issuing press releases,
Press Research-provides paper clippings regularly to the administration by monitoring Newspapers everyday and also feeds with electronic media monitoring report.
Speech/Message writing
Preparation and publication of booklet, folder, leaflet etc on various Governments schemes and achievements
Provides and operates Public Address (PA) System for governmental functions/ VIP functions in the district and organize mobile announcement broadcasting as and when required.
Recording VIP speeches particularly that of Chief Minister, Minister during their visits to the district and sent the same to for publication.
Keeps photo and videos of various programmes of the district.
Social Media Campaigns
Social media is a vital channel for government outreach. And as social media has evolved, it has become an important tool for messaging. A targeted social media strategy can get out a particular government agency’s message. This includes fan acquisition, increased engagement, and taking the desired action.
Stream Live Videos
As mentioned social media is an important tactic in a PR strategy, and a part of that includes live video streaming. Even mainstream media outlets often cite Facebook live when covering major events and government PR campaigns should do the same.

PRESS RESEARCH SECTION
This section constantly monitors what is reported in the print media concerning the District and the functioning of the Government. Clippings of news and views are regularly made and sent to Deputy Commissioner and concerned officials with entry into a live Register.
ARCHIVE
This section has to photograph and preserve almost all important official functions. These are distributed for publication in mass media. Moreover, Daily newspapers are also preserved in the Section.
ADVERTISEMENT SECTION
The Government has always laid adequate stress on this powerful medium. DIPR is the sole agency to release all government advertisements to the media. This office also coordinates in publishing of advertisements of different departments.
TECHNICAL SECTION
DIPRO provides Public Address System in all important official functions. It has a trained staff namely Technician, Operator and Jugali in this section. Moreover, this section handles the Fixed Loudspeaker System (FLS). The office also runs a Fixed Loudspeaker System (FLS) for broadcasting of official announcement that needs immediate public attention.
PUBLICATION SECTION
Important Government policy matters, views, proceedings, interpretation etc. along with topical matters concerning public welfare and important speeches of dignitaries on various occasion are compiled and published by the DIPRO through this section.
Schemes
Journalists Welfare Scheme
Journalists Medical Welfare Scheme
The Journalist's Medical Welfare Scheme was first implemented in 2012. Under this scheme, a onetime financial assistance is provided to the accredited and recognised journalists of Assam for their medical treatment. This scheme covers the medical requirements of the journalist as well as their dependent family members. This financial assistance is extended out of the interest accrued from the corpus fund of the scheme.
Journalists Family Benefit Scheme
The Journalists' Family Benefit Scheme is a supportive scheme which was first introduced in the financial year 2014-15. It was notified by the Government vide no. IPRD.62/2015/110 dated 29th February, 2016. Under this scheme, financial assistance is provided to the family of the deceased Journalist upon his/her untimely death.
Journalists Pension Scheme
The Assam Pension Scheme for Journalists was first introduced in January, 2016. This scheme is for the welfare of senior journalists on their retirement at the age of 60. The applicant is required to undergo superannuation as a journalist and the scheme is valid throughout his lifetime. An amount of Rs. 8000 per month is provided as pension to the retired journalists who served in Assam for at least 20 years. This pension is provided as a token of recognition of their contribution to journalism during their service.
Republic Day Journalism Award
Information & Public Relations Department has introduced the Republic Day Journalism Award in 2016-17. This award is given to one media person each year in recognition of his/her excellence in the field of journalism.
One Time Ex Gratia
The Assam Government has proposed to pay one time ex-gratia amount of Rs five lakhs (5,00,000) to the next kin of the journalists who lost their lives in various incidents of violence in the state.
Media Fellowship to Journalists
The Assam Government has declared to provide media fellowship to the eligible journalists working in the State for their research works.
Press Tour
A Press Tour is conducted every year with a motive to strengthen the relationship between the government and the media. It creates better impression among the media persons about the Government and its initiatives.
Tour outside the State: Rural media persons of various districts are taken to visit other states. This provides them with a platform to meet and interact with journalists, officials, Ministers and Chief Minister of different States. This is done to give them an exposure and to familiarize themselves with various developmental and socio-economic facets of the States.
Tour inside the State: Media persons are taken to various districts, exposing them to significant developmental schemes, new initiatives and achievements of those districts.
Fixed Loudspeaker System (FLS)
The Fixed Loudspeaker system (FLS) is one of the direct media through which the Government can reach to the general masses. Any kind of information and notices which has public utility other than political and religious can be transmitted easily and directly. It’s important has further been augmented with the airing of AIR regional news bulletins, educative and informative programmes of agriculture, health etc. by ensuring their active participation in Government activities.
