A. Profile of the Public Works Building Division, Guwahati under Public Works Bldg. & NH Department, Govt. of Assam
 

INTRODUCTION
The Assam Public Works Department was established in the year 1880 under British Rule. At the beginning it had the responsibility for all public infrastructure development, construction and maintenance work, but, in the year 1956 the Embankment and Drainage wing came out of the parent Department and established as an independent Department. The department has undergone considerable expansion since after attainment of independence and for smooth functioning of the organization, to share the increasing work load and for providing more stress to development works, the Assam P.W.D. has been divided into two wings viz. Roads and Building wings in August 1977 and since then  both the wings are functioning with their prescribed identity. The principal function of the Public Works Department is to develop the infra-structure for transport & communications of the State. Assam P.W.D. discharges its function in construction and repair of roads, bridges, culverts in the state including construction and repair of public buildings of the state and till date it has reached a considerable height of fame and competence.

On May, 2010, the erstwhile PWD has been bifurcated into two Departments viz. 1) Public Works Roads Department, 2) Public Works Building & NH Department vide Notification No.AR.9/2010/113 dtd. 5th May,2010.
 

 Public Works Buildings directorate:-

The Building Wing of Assam Public Works Building & N.H. Department deals with construction, repair and maintenance works of many significant and prestigious Government Buildings both residential and non residential falls within the State and also outside Assam, like the State Secretariat Building Complex, Guwahati Medical College, Assam Medical College, Silchar Medical College, Tezpur University Buildings, Guwahati High Court, Tax Commissioner Office Building, IAS Colony, Assam Administrative Staff College, Games Village and many other important buildings in different districts, such as District Court, Hospitals, PHC, Revenue Circle Offices and other buildings under different state Government Departments were constructed by the PWD.


During its long tenure of construction, two new Medical Colleges at Tezpur and Berpeta and one Super Speciality Hospital at GMCH, National Law School and Judicial Academy at Amingaon, Guwahati and some other major buildings under Education Department are being taken up by the present infrastructure of PW (Building & NH) Department. Swargadeo Chaolung Siu-Ka-Pha Samanway Khetra at Mohbondha, Jorhat is an another important project. 


Assam Bhawans at Bengaluru, Chennai, Vellore, Mumbai and at Shillong have already been taken up by this Department. Construction of Additional Assam Bhawan at the Salt Lake area of Kolkata is under construction. The motto of the Department is to deliver of best quality in time in Construction Industry and Infrastructure development.

Objectives:- The main objectives of Building Wing of Public Works Building & N.H. Department are:

(i) Construction, repair and maintenance of various Government and residential building of the State.

(ii) Adoption and implementation of the latest standards, State of the Art practices, use of innovative and appropriate technology and building materials to enhance quality, productivity and affordability.

  1. Development and maintenance of the buildings of the State.
  2. Implementation of the policies of Central Government and State Government.
  3. Capacity building of the Department to keep pace with the relevant advanced technology and requirement of the time.

B. Profile of the Guwahati NH Division, Guwahati under Public Works Bldg. & NH Department, Govt. of Assam

The NH wing of Assam Public Works Building & NH Department, deals with the construction, repair and maintenance works of National Highways falls within the state under the Ministry of Road Transport & Highways (MoRT&H), Govt. of India. There are 3 (three) Circle offices and 10 (Ten) Divisional offices headed by Superintending Engineers and Executive Engineers respectively under NH wing of the Assam Public Works Building & NH Department through which implementation of the projects at field level are carried out.
Out of 10 (ten) NH divisions, Guwahati NH Division deals with the construction, repair and maintenance works of three NHs namely NH-17(new)/NH-37, NH-217 (new)/ NH-51 (Old) and NH-217 (new)/ NH-62(Old). The details of jurisdiction of the highways falls under Guwahati NH Division are as below-

OBJECTIVES

The main objectives of NH Wing of Public Works Building & NH Department are-

  1. Construction, Repair and Maintenance of National Highway network within the State,
  2. Development of State Highways & connectivity to remote areas with the nearest National Highways,
  3. Providing connectivity to all District and Sub Divisional Head Quarters with well developed and well maintained National Highway network.
  4. Improvement of road safety scenario in the State,

 

KEY FUNCTION

The main objectives of NH Wing of Public Works Building & NH Department are-

  1. Development & maintenance of the National Highways of the State,
  2. Taking effective steps to improve road safety measures in the National Highways.
  3. Development of State Highways connected to the nearest National Highway to the 2-lane of NH standard.
  4. Implementation of the Policies of Central Government and State Government Policies on National Highway sector.
  5. To improve & uplift the capacity of the Department to meet the present day requirements by imparting training etc.
  6. Capacity Building of the Department to keep pace with the relevant advanced, technology & requirement of the time.
