Overview of Kamrup District and Its Urban Local Bodies

Kamrup district is one of the prominent districts of Assam, located on the southern bank of the Brahmaputra River. The district is known for its strategic location, rich cultural heritage, agricultural economy, and growing urban centres. It shares its boundaries with several districts of Assam and serves as an important administrative and economic region. The district headquarters is at Amingaon, and it plays a significant role in the development of the Guwahati Metropolitan Region and its surrounding areas.

With increasing urbanization and population growth, Kamrup district has witnessed a steady expansion of urban infrastructure and other services. The Urban Local Bodies (ULBs) in the district are responsible for providing essential municipal services such as solid waste management, sanitation, water supply, street lighting, drainage, public health, urban planning, and implementation of various government schemes aimed at improving the quality of urban life.

Urban Local Bodies in Kamrup District

The district comprises the following Urban Local Bodies:

1.    Palasbari Municipal Board 
2.    Rangia Municipal Board 

These Urban Local Bodies function under the administrative supervision of the Urban Development Department, Government of Assam, and are entrusted with the planning, development, operation, and maintenance of municipal infrastructure and other amenities within their respective jurisdictions.

The municipalities are actively engaged in implementing various national and state flagship programmes, including urban sanitation initiatives, scientific solid waste management, source segregation of waste, plastic waste management, infrastructure development, environmental conservation, and citizen-centric governance. Through continuous improvements in municipal services and community participation, the Urban Local Bodies of Kamrup district strive to promote sustainable urban development.

Solid Waste Management (SWM) is the organized process of collecting, segregating, transporting, processing, recycling, recovering, and scientifically disposing of solid waste generated from households, commercial establishments, institutions, markets, industries, and public places. It is an essential municipal service that ensures cleanliness, protects public health, conserves natural resources, and promotes environmental sustainability.
Rapid urbanization, population growth, and changing consumption patterns have significantly increased the quantity and complexity of municipal solid waste. If not managed properly, solid waste can lead to environmental pollution, contamination of soil and water resources, and the spread of diseases. Therefore, an efficient and sustainable waste management system is vital for creating healthy and livable cities.

The foundation of effective solid waste management lies in the 3R principle—Reduce, Reuse, and Recycle. Reducing waste generation, reusing materials wherever possible, and recycling valuable resources help minimize the amount of waste requiring final disposal. Segregation of waste at the source into biodegradable, recyclable, domestic hazardous, and sanitary waste is the first and most important step in the waste management chain.

A comprehensive solid waste management system includes:

•    Source segregation of waste by households and institutions.
•    Door-to-door collection of segregated waste.
•    Safe transportation through covered and dedicated collection vehicles.
•    Processing of biodegradable waste through composting or bio-methanation.
•    Recovery and recycling of dry waste such as paper, plastic, glass, and metals.
•    Scientific disposal of residual waste at authorized landfill or treatment facilities.
As per Solid Waste Management Rules 2026, a Four-Stream Source Segregation System should be implemented to ensure efficient collection, processing, recycling, and environmentally sound disposal of municipal solid waste. Citizens are encouraged to segregate their waste at the source into the following four categories:

•    Wet (Biodegradable) Waste: Food scraps, fruit and vegetable peels, garden waste, tea leaves, eggshells, and other organic waste that can be composted or processed into manure.
•    Dry (Recyclable) Waste: Paper, cardboard, plastic, glass, metal, textiles, and other recyclable materials that can be recovered and reprocessed into new products.
•    Sanitary Waste: Used sanitary napkins, diapers, bandages, cotton, and similar hygiene-related waste. Such waste should be securely wrapped before being handed over for collection.
•    Domestic Hazardous/Special Care Waste: Items such as batteries, CFL bulbs, tube lights, expired medicines, paint containers, aerosol cans, pesticide containers, e-waste, and other household hazardous waste that require special handling and safe disposal.

An effective waste management system provides numerous environmental, social, and economic benefits. It improves public health, reduces pollution, conserves natural resources, supports the circular economy, creates employment opportunities in recycling and waste processing, and contributes to climate change mitigation by reducing greenhouse gas emissions.

The success of solid waste management depends not only on the efforts of local authorities but also on the active participation of citizens, institutions, commercial establishments, and Bulk Waste Generators. Every individual has a responsibility to segregate waste at source, avoid littering, reduce the use of single-use plastics, compost biodegradable waste wherever feasible, and hand over waste only to authorized collection agencies.
A clean city is the collective responsibility of its citizens and local administration. Through proper waste management practices and community participation, we can build cleaner neighbourhoods, healthier communities, and a more sustainable future for generations to come.

Proactive measures should be undertaken to strengthen solid waste management infrastructure through the procurement of modern waste collection vehicles, machinery, and the establishment of Reduce, Reuse, Recycle (RRR) Centres. Measures should also be taken on ensuring compliance with the Solid Waste Management Rules 2026, Plastic Waste Management Rules, and Construction and Demolition Waste Management Rules, while promoting adherence to the prohibition of manual scavenging and the ban on single-use plastics. Further, Urban Local Bodies should encourage compliance by Bulk Waste Generators (BWGs) and adopt environmentally sustainable waste management practices that enhance resource recovery, improve sanitation, protect public health, and contribute to the development of clean and resilient urban communities.
